What Must God Know?

We live in an amazing universe whose existence is balanced on a set of fundamental constants and quantities. These qualities fall into an exquisitely narrow set of parameters that make everything from basic atomic structures to our life-supporting planet possible. If we were to create such a system, what, at minimum, would we need to know to have any chance of success?
